Clerk-Treasurer Mark Mockensturm oversees the financial function of the Village, along with the Finance Committee of the Council. Mark’s position is part time and he does not maintain an office at the Municipal Building, but can be contacted through the Village offices.

Troy Dowling, Finance Director, is responsible for the day-to-day financial management of the Village of Ottawa Hills. This includes all the typical accounting functions including budgeting, cashflow management, payroll and accounts payable. Troy has nearly two decades of experience in municipal finance and accounting, along with a strong commitment to public service and fiscal responsibility. He earned his MBA in Finance from the University of Toledo in 2002 and has since built a solid career managing financial operations, budgeting, and strategic planning in local government.
